Editor's note: this tutorial will work only in Adobe Photoshop 6.
Start by making a new document.
Create a 3D effect : Filter > Render > 3D transform choose the cube tool.
Set the field of view to 35°, and try to spread your shape to the whole work surface in that window, use
and
to move and rotate the shape till you find your sought view.
Apply on it extrude effect: Filter > Stylize > Extrude ( settings: Type: Pyramids, Size: 10px, Depth: 200 / level based, check mask incomplete blocks.
At this point you should have something like this:
Apply a color overlay as a layer style i used this color: #092B70 at 40% of opacity.
Apply autolevels (SHFT+CTRL+L) : Image > Adjustments > Auto Levels
This is the result:
Apply radial blur: Filter > Blur > Radial Blur (settings for this : Amount: 100, Blur Method: Zoom, Quality: Best)
Apply a gradient overlay (Blend mode: Normal, Opacity: 60%, Style: radial (align with layer checked), Angle: 90°, Scale: 150%, the colors for the gradient are: #283651 then #E7E9F4 then #041F43 then E9EBF4 then #0F1D38.
Apply some lighting effects of your choice, this is my final result
